This RFP seeks to solicit proposals from qualified organizations for the provision of the following HOPWA program components and services to be provided countywide to PLWHA and their families.

Proposers may apply to one or both of the program categories. Proposers applying for multiple services may submit one proposal, but must prepare narrative responses together with proposed budgets and cost allocations for each service separately. For guidance on proposal submission requirements, narrative questions and budget instructions, please refer to Section IV. Proposal Package of the RFP.

Program Category 1 – Housing Management Information System: A web-based Software as a Service (SaaS) for HOPWA’s Housing Management Information System (HMIS), an activity under the HOPWA Housing Information and Referral service category within the HUD framework.

 Program Category 2 – Central Coordinating Agency (CCA): A CCA for Short-term Rent, Mortgage, Utility (STRMU) Assistance and Permanent Housing Placement (PHP)
