Changes to Plans – Substantial Amendments

If changes are made to either the 5-year Strategic or Annual Action plans once the City Council and Mayor have approved spending Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Housing Opportunities for Persons with AIDS (HOPWA), and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD), amendments must take place.  These major changes are called Substantial Amendments and we strive to receive input from the community on the proposed changes. 

When there is a Substantial Amendment, changes are summarized in a notice that allows 30 days for the community to review and provide feedback.  Comments received about the Substantial Amendments are shared with HUD.  For more information, visit the community input page.
