Emilyzen Cervantes
Assistant General Manager, Administration Bureau
Emilyzen (Emily) Cervantes serves in the role of Assistant General Manager of the Administration Bureau and is responsible for the management and oversight of the following units: Accounting Division, Systems Division, Management Services and Budget and Contracts.
Emily’s 12-year career with the City of Los Angeles includes roles with the Los Angeles Housing Department (LAHD), Office of the City Administrative Officer (CAO), and the Office of the City Controller. Prior to becoming Assistant General Manager, Emily served as the Director of Administrative Services for LAHD for nearly five years. As the Director over Budget, she advocated for and facilitated several reorganizations, the creation of two new divisions under existing Bureaus, and the creation of a new Homelessness Oversight Bureau. The number of positions in the Department also grew from 800 to over 1,000 positions since she transitioned from the CAO to LAHD. While serving as the Housing Analyst for the Office of the CAO for five years, Emily played a role in securing resources to implement two new programs for the Housing Department, the Accessible Housing Program and the Proposition HHH program.
As an Internal Auditor with the Office of the Controller for the City of Los Angeles and a management consultant with a public consulting firm based in the San Francisco Bay Area, Emily reviewed best practices and optimal organization for efficient and effective government services. Her experience includes five years serving in the San Francisco City and County Board of Supervisors’ Budget and Legislative Analyst. Emily’s comprehensive knowledge of municipal budget, contracting, and procurement processes, as well as her depth of understanding of various LAHD programs, makes her ideally suited for the position of Assistant General Manager.
Emily received her Bachelor’s Degree in Political Science and Asian American Studies from the University of California, Los Angeles, and Master in Public Policy (MPP) from the Harvard Kennedy School.
