The Los Angeles Housing Department (LAHD) conducts regular periodic inspections of residential multi-family rental units. The purpose of the inspection is to verify residential buildings are in compliance with all applicable building and housing codes. If the building you are living in has been cited for violations of applicable codes, the owner will be given the opportunity to repair the building. If the repairs are not completed in the time allowed, the property will be referred for further enforcement. The Department may refer the property for inclusion into the Rent Escrow Account Program (REAP) and/or referred to the Office of the City Attorney (Legal).

If the property has been referred to the REAP program, you will be able to pay a reduced rent and/or pay your rent into an escrow account managed by the City. The funds in the escrow account can be requested to make repairs, pay for utilities, relocation expenses, or pay for other qualifying expenses. REAP encourages a property owner to repair and maintain their property in a safe and habitable condition. If the building you live in has been included in the REAP program, you should expect to be contacted by one of the City’s outreach service providers to further inform you about your rights and responsibilities under those programs.
