ULA Income Support Program (ISP)

As part of the comprehensive approach to end and prevent homelessness in the City of Los Angeles, the United to House LA Income Support Program (ULA ISP) provides financial assistance directly to eligible low-income renter households that have a senior and/or person with a disability and are at risk of being displaced from their homes. In 2025, the first round of the ULA ISP distributed $9.8 million by providing one-time payments of $20,000 to 494 families. With support from, United Way of Greater Los Angeles (UWGLA), participants received a free public benefits consultation from the Legal Aid Foundation of Los Angeles (LAFLA), with technical assistance from Change Well Project (CWP). The ULA ISP is funded by the Measure ULA Transfer Tax, a sustainable funding stream dedicated to affordable housing production and homelessness prevention in the City of Los Angeles.
