United to House LA (ULA) is a sustainable funding stream dedicated to affordable housing production and homelessness prevention in the City of Los Angeles. The ULA measure and ordinance includes an Affordable Housing Program and a Homelessness Prevention Program, each of which includes several program categories. Program Guidelines provide additional details and parameters on the implementation of those programs.
The ULA Citizen Oversight Committee (COC) is tasked with advising LAHD, the City Council, and Mayor on priorities and Program Guidelines for the implementation of ULA-funded programs. Specifically, the ULA ordinance authorizes the COC to develop Program Guidelines and act to recommend guideline language for adoption by the City Council.
Permanent Program Guidelines were adopted by City Council and Mayor in December 2024. See Council File 23-0038-S8 for more information.
Guidelines for each of the ULA programs are on the following pages:
In ULA’s inaugural year, the City Council approved a set of six Interim Program Guidelines, which created a framework for allocating and implementing up to $150 million in initial ULA revenues. These Interim Program Guidelines were intended to support that initial implementation, while work to develop the Permanent Program Guidelines was underway.
