Homes for LA NOFA

The Homes for LA NOFA Regulations describe the standards, definitions, processes, and all other terms that are shared between the various funding programs. Additional requirements in the regulations include provisions outlined in the ULA measure and requirements from ULA Program Guidelines. As of Oct 8th, 2025, LAHD has issued a Technical Addendum Memo to the Homes for LA NOFA Regulations. The memo covers scoring methodologies for entitlement readiness, feasibility, and cost effectiveness. The memo also covers a change to the accessibility requirements. You can read more below.

The Homes For LA NOFA application period has closed as of 11:59PM PDT on October 20, 2025. No additional applications will be accepted.

 

LAHD wants your feedback! Contingent on available funding, Round 2 of the Homes for LA NOFA is tentatively planned for Spring 2026. We would appreciate your constructive feedback on this process sent to lahd.H4LANOFA@lacity.org.

Term Sheets

The term sheets contain the loan terms and unique requirements for each of the seven funding programs for which the Department will solicit applications. Within all seven programs, the Homes for LA NOFA includes three programs focused on new construction of affordable housing, three programs focused on affordable housing preservation, and one program focused on stabilizing existing affordable housing through provision of operating assistance funds. Please thoroughly review the Homes For LA NOFA Term Sheets if you intend to apply for competitive funding made available through this NOFA.
