Need assistance with a transaction? LAHD facilitates transaction requests from borrowers who have financing and/or an affordability covenant or regulatory agreement from LAHD to ensure the preservation and stabilization of affordable housing projects.

Submit a transaction request to receive assistance with technical corrections to your LAHD loan, consent for transactions, subordination of your LAHD loan, refinancing or restructuring of debt, verifying compliance with LAHD loan provisions, and/or transferring roles and/or ownership. Technical Corrections to LAHD Loan

Borrowers may request a Technical Correction to the LAHD loan to change or modify terms, including but not limited to, corrections, reporting requirements, regulatory agreement terms, name change, and/or accessibility language.

Subordination Approval

Borrowers may request a Subordination Approval for the LAHD loan. LAHD does not subordinate the affordability covenant or regulatory agreement.

Loan Refinancing or Loan Restructuring

Borrowers may request a Loan Refinancing for a project. New financing could be for projects that no longer have a LAHD loan on title or new financing that is junior to an existing LAHD loan.  LAHD’s policy requires that the City loan be paid off as a condition of the borrower’s request for new financing.

Borrowers may also request a Loan Restructuring for the LAHD loan to change or modify terms, including but not limited to, a change in interest rate, loan term, loan balance, and/or repayment terms.

Estoppel

Change of Sponsor/General Partner or Change of Limited Partner

Sponsors, General Partners, and/or Limited Partners may request a change of parties. The City’s consent is required to ensure the new party is capable of responsibly managing the property.

Change of Ownership (Sale)

Project owners may request a Change of Ownership. The City’s consent is required to ensure the new owner is capable of responsibly managing the property.
