This month’s workshop explains provisions of the Rent Stabilization Ordinance (RSO) which allow landlords of rent-stabilized properties to apply for rent adjustments for “Primary Renovation” work. Primary renovation involves construction work on a major structural system (foundation, electrical, plumbing, and mechanical) or the abatement of hazardous materials (lead, asbestos).
Since renovation work may result in temporary or permanent displacement of tenants, the workshop also discusses the requirements for Tenant Habitability Plans required by the Los Angeles Department of Building & Safety’s plan check process. Successful application of these programs allows owners of RSO properties to obtain a permanent rent increase with sufficient notice to the tenant after the expiration of the City’s local emergency period.
