A new Just Cause Enforcement Fee of $31.05 per unit became effective in January 2025 for rental units that are not subject to the Rent Stabilization Ordinance (RSO). Property owners will receive a bill if their mailing address differs from the property address in the Los Angeles Assessor Tax Collector’s database.
If you do not rent or intend to rent your single family or condominium home, it will be removed from the list of rental properties if the property address and owner mailing address are the same. This will prevent any further billing and you do not need to pay the fee. There are 4 ways to update this information:
- Email lahd.billing@lacity.org with the address change. OR
- Call (877-614-6873) for assistance in updating the address. OR
- Visit one of LAHD’s public counters https://housing.lacity.org/about-us/public-counters. OR
- Online - Complete the Registration form online at https://housingbill.lacity.org/billing. Click the forms tab at the bottom left of the page, select the "06 Registration/Exemption" form and complete the instructions on the top of the front page.
NOTE: This will update the mailing address in Los Angeles Housing Department (LAHD) billing records; this information will not change any LA County Property Tax Collector information
Visit the Annual RSO/JCO/SCEP Billing page for more information about the fees.

REQUEST AN EXEMPTION
An annual temporary exemption (EC) request must be submitted for properties and units that are owner occupied, vacant, or for which no rent is collected. *Upon approval, no annual fees are due. Please visit the Billing / Account Portal to request an exemption.
The new Just Cause for Evictions ordinance applies to all rental units that are not subject to the City’s Rent Stabilization Ordinance (RSO). Property records indicate that this property may be a rental property.
Please visit https://housing.lacity.gov/rental-property-owners for more information. Property owners who are not
in the rental housing market can apply for an exemption from the fees by updating the owner mailing address or requesting an exemption.
The JCO is $31.05 per unit per year.
You can create an account or fill out a Registration Exemption Application (located under the forms tab) on
our Customer Portal at https://housingbill.lacity.org/billing/
The LAHD invoice indicates the due date. Payment for multi-family properties was due by the last day of February 2025. Payment for rented single family homes and condos is due no later than June 2, 2025.
The JCO fee provides program services, and related expanded tenant protections for tenants citywide and it is
administered by the City.
Failure to pay the fees by the due date will result in assessment of delinquent penalty fees and further
collection activities which may result in a report to a credit reporting bureau, additional court action, or other
efforts.
Annual fee exemptions:
- Owner Occupied Units – The owner-occupied unit exemption is limited to only one unit per owner on the
Recorded Title. - No Rent Collected – The unit is occupied but not rented, or is used for non-living purposes, e.g. storage.

deadbolt lock. This exemption requires completion of the “Notice of Vacant and Secured Units” form
which MUST be notarized and recorded with the County.

exemption request may be filed, and on approval, no annual fees are due. Please review the temporary
