United to House Los Angeles Income Support Program (ULA ISP)

As part of the comprehensive approach to end and prevent homelessness in the City of Los Angeles, the ULA ISP was created to provide financial assistance to eligible households that include low income seniors and/or people with disabilities who are at-risk of being displaced from their homes. To be eligible for this program, your household must be renting in the City of Los Angeles, have at least one household member who is disabled or 65 years of age or older, and your 2023 household income must be at or below 50% of the Area Median Income (AMI). Only in-progress senior and disabled ULA Emergency Renters Assistance Program (ULA ERAP) applications will be contacted to participate in the ULA ISP program. New applications will not be accepted at this time.

Notifications to eligible applicants for the ULA ISP program will begin the week of

Monday, February 3, 2025.

Tenant Information & Eligibility

To be eligible, a tenant’s household must be obligated to pay rent on a residential dwelling and meet the following requirements:
  • Be a resident of the City of Los Angeles, regardless of immigration status. Must live at the same rental unit address listed on the original ULA ERAP application.
  • One or more individuals within the household must be disabled and/or the age of 65 years or older, as listed on the original ULA ERAP application.
  • The 2023 household income is at or below 50% of the Area Median Income (AMI).

*Participants of Section 8 housing choice voucher, Veterans Affairs Supportive Housing (VASH), or living in project-based Section 8 or public housing are not eligible for the program.

Payment

To stabilize our most vulnerable Angelenos, the ULA ISP aims to alleviate financial stress by providing a one-time payment of $20,000 to eligible households to help meet their basic needs. Financial assistance provided through the ULA ISP may be considered taxable income. If selected for this program, applicants will be required (when notified) to attend a mandatory consultation to review the potential impacts on existing public benefits and receive general information on federal and state tax laws and regulations that apply to the financial assistance before payment is issued. Applicants will also receive information about free tax filing assistance for low-income taxpayers. Participation in this program will not include individualized tax advice or assistance with tax forms or filing. Payments will be issued directly to tenants unless a tenant chooses the landlord to receive direct payment.

At this time, the ULA ISP is not accepting applications. To continue to address the need for resources to stabilize rent-burdened households that are at-risk of homelessness, only applicants who applied to the United to House Los Angeles Emergency Renters Assistance Program (ULA ERAP) will be reviewed for eligibility based on the ULA Ordinance adopted by City Council. Eligible applicants who are selected will be notified starting Monday, February 3, 2025.

No further funding has been provided to fund additional ULA ERAP applications. Unfortunately, eviction protections have expired for those with a pending ULA ERAP application who still owe unpaid rent to their landlords. If you are threatened by eviction, please read this eviction information notice.

The ULA ISP received only a limited amount of funding. For this reason, only applicants who have ongoing (not closed) ULA ERAP applications and indicated on their application that their household has a person with a disability or senior aged 65 years or older are eligible. Eligible applicants who are selected will be notified starting Monday, February 3, 2025.

Unfortunately, the program received more applications than funding available. Applications “Closed Due to Insufficient Funds” were never processed at the program’s onset because they did not meet the ULA ERAP priority eligibility criteria.

The ULA ISP was created to provide financial assistance to eligible households that include low income seniors and/or people with disabilities who are at-risk of being displaced from their homes. To be eligible for this program, your household must have at least one disabled member or household member who is 65 years or older. For this reason, we need proof of age for a household member 65 or older, such as a government-issued identification card with a photo. This is also an opportunity for you to review your household’s eligibility documents and ensure they are the most up-to-date information.

To ensure participants who currently receive public benefits are informed of the impact of receiving financial assistance, participation in a public benefits and tax consultation will be provided to eligible applicants prior to receiving payment. 

ULA ISP is a guaranteed basic income program. The financial assistance will go directly to program participants to supplement the household’s income for the high costs of housing, healthcare, food, transportation, utilities, and other necessities.
