24 CFR Part 58 is the Federal regulation that outlines the environmental review procedures for entities assuming HUD environmental responsibilities. Compliance under this regulation will fulfill the requirements of the National Environmental Policy Act (NEPA), additional Federal regulations required by the U.S. Department of Housing and Development (HUD), and a few state/local environmental requirements. In regard to projects undertaken by Los Angeles Housing Department (LAHD), the review done under 24 CFR Part 58 is often referred to as the NEPA review.
Historic Preservation Section 106 Review
All projects must adhere to Section 106 of the National Historic Preservation Act of 1966, also known as 36 CFR 800. During the environmental review, all projects are evaluated for their potential impact on properties designated as historic, eligible for historic status, or located within a historic district. This evaluation process is commonly referred to as the Section 106 Review.
Projects that may impact historic properties must be reviewed to guarantee that project plans will meet the Secretary of the Interior’s Standards for Rehabilitation and the California Historic Building Code. If necessary, LAHD will outline a set of conditions for the project proponent to follow, in addition to conducting a walkthrough at 50% and 100% completion to verify compliance.

REQUEST FOR RELEASE OF FUNDS
On or about March 26, 2026, LAHD will submit requests to the U.S. Department of Housing and Urban Development (HUD) for the release of Community Project Funding (CPF) approved under the Consolidated Appropriations Act, 2023 (Public Law 117-328) (the FY2023 Act), by the U.S. Congress, as listed on the joint explanatory statement (JES) printed in the Senate section of the Congressional Record on December 20, 2022 (CREC-2022-12-20-pt3-PgS9325-2.pdf (congress.gov)) identified by Grant Number C-23-CP-CA-0255 to undertake the following project:
PROJECT: Gateway Place
PURPOSE: Grant Housing and Economic Development Corporation (GHEDC) is proposing to construct a new contemporary, 6-story, Veteran supportive housing development with a total of 134 units that will consist of (116) 1-bedroom units (398 to 515 sq. ft.) and (18) 2-bedroom units (692-730 sq. ft.) shared between the second through sixth floors. Each unit will be equipped with a full kitchen / kitchenette, a bathroom, and a closet in bedrooms or common areas. The development intends to serve a mixed population of homeless and chronically veterans within the City of Los Angeles and to offer a variety of amenities including a residential lobby / entry (1071 sq. ft.), a recreation room (614 sq. ft.), a commercial space (2182 sq. ft.), a commercial office space with 2 public restrooms (247 sq. ft.), 1 large open landscaped courtyard (3,368 sq. ft.) and 1 landscaped deck (3,373 sq. ft.), 5 laundry rooms with 5 sinks and a total of 14 washers and 14 dryers (145 sq. ft.). The total building square footage of the entire development is approximately 62,092 sq. ft. The building will be Title 24 and American Disability Act (ADA) compliant. Gateway Place will be in compliance with the development regulations pursuant to the Los Angeles Municipal Code and the allowable land uses as set forth by the Southeast Los Angeles Community Plan Area.

OBJECTIONS TO RELEASE FUNDS
HUD will accept objections to the Responsible Entity’s (RE) Request for
Release of Funds and Environmental Certification for a period of fifteen days following the submission date specified above or the actual receipt of the request (whichever is later) only if they are on the following bases: (a) the certification was not executed by the Certifying Officer of the RE; (b) the RE has omitted a step or failed to make a determination or finding required by HUD regulations at 24 CFR part 58 or by CEQ regulations at 40 CFR 1500-1508, as applicable; (c) the RE has omitted one or more steps in the preparation, completion or publication of the Environmental Assessment or Environmental Impact Study per 24 CFR Subparts E, F or G of Part 58, as applicable; (d) the grant recipient or other participant in the development process has committed funds for or undertaken activities not authorized by 24 CFR Part 58 before release of funds and approval of the environmental certification; (e) another Federal, State or local agency has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. On or about March 12, 2026, LAHD will submit requests to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME funds under Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, 42 U.S.C. 12701 et seq. as amended, and LAHD will authorize the Housing Authority of the City of Los Angeles (HACLA) to submit request to the U.S. Department of Housing and Urban Development (HUD) for the release of Section 8 Project Based Vouchers (PBV) funds under the Housing Act of 1937; Omnibus Appropriations Act of 2009, Consolidated and Further Continuing Appropriations Act of 2012, Public Law 112-55 as amended to undertake the following project:
PROJECT: Prisma fka Orange & De Longpre
PURPOSE: Prisma is a new construction, 100% senior and 50% special needs development located in the Hollywood community of the City of Los Angeles. The proposed project is for the demolition of six existing residential units and the construction of a six-story, 63-foot tall, 100% affordable, permanent supportive housing project with 3 Very Low- Income Households, 93 Low-Income Households, and 2 market rate manager’s units for a total of ninety-eight (98) units. Resident amenities will include a mail room, case manager/social service offices, and a community room consisting of a lounge area and kitchen. A Laundry room will also be provided and equipped with 9 stacked washer dryers and 1 side by side. A spacious second floor with a private open-air courtyard will feature several comfortable lounge areas where residents can gather and enjoy themselves. Total amenity space will be approximately 3,500 SF. The project is located in a high resource area will have 96 studio apartments for residents and 2 two-bedroom apartments for the on-site managers. The studios will be approx. 318 sf each located on floors two through six. There will be one 2-bedroom manager’s unit tucked away on the first floor and another on second floor at 636 SF. At a minimum 50% of the units (49 units) will contain mobility features and 10% (10 units) will contain communication features. All accessibility requirements of the 2022 California Building Code & 2010 ADAS, and the California Tax Credit Allocation Committee Regulations as appropriate, will be incorporated into the architectural plans and verified during the course of construction. Prisma will be in compliance with the development regulations pursuant to the Los Angeles Municipal Code and the allowable land uses as set forth by the Hollywood Community Plan Area.
