Our committed group of contractors range from social services agencies to information technology professionals. Funding for these contracts comes from local fee funds, as well as private, State and federal grants that are approved by the Mayor and the City Council on an annual basis. 

Rent Escrow Account Program (REAP) Tenant Outreach and Education Services RFP

This RFP seeks to solicit qualified organizations/contractors to develop and carry out a successful outreach program that will inform and educate tenants who reside in properties subject to REAP about their rights and responsibilities under these programs. The ultimate goal of the contract(s) is for the selected organization(s) to facilitate the participation of tenants in REAP for eligible buildings.

Through this Request for Proposals (RFP), LAHD seeks proposals from qualified and knowledgeable consultants to, initiate, design and administer the United to House Los Angeles (ULA) Capacity-Building Program, including:

● Supporting the design, implementation, and sustainment of non-profit, land trust, cooperative and tenant-led management and/or ownership models;

● Providing outreach services to inform stakeholders about available opportunities and resources;

● Providing training and tools to residents as well as developers, owners, and property managers regarding tenant engagement in governance, management, and/or ownership;

● Providing training and resources to non-profit organizations and community/tenant led groups to ensure long-term stability of non-profit and tenant-managed properties;

● Facilitating equitable access to participation in ULA Production Programs; and

● Providing monitoring, data collection and reporting, and compliance services.
