Our committed group of contractors range from social services agencies to information technology professionals. Funding for these contracts comes from local fee funds, as well as private, State and federal grants that are approved by the Mayor and the City Council on an annual basis.
Accessible Housing Program – Tenant Services Specialist RFP

LAHD is seeking qualified organizations or individuals to perform the duties of a Tenant Services Specialist (TSS) who will provide assistance to the households of tenants with disabilities when temporary relocation is required due to the accessibility retrofit of their apartments. The TSS will work with team members to ensure that the needs to tenants with disabilities are addressed before, during, and after relocation. Tenants with disabilities must receive services, supports, and accommodations needed to make the relocation process as smooth as possible. The TSS will need to be thoughtful, flexible, and adaptable to deal with the range of issues and personalities that may arise.

Urgent Repair Program (URP) Construction Services RFP

Proposers’ Conference (via webinar only): Thursday, July 17, 2025 2:00 p.m. – 4:00 p.m. (PT)
Proposal Submission Deadline: Monday, August 18, 2025 at 5:00 p.m. (PT) (via email submission only)
The provision of these services will require: A Class “A” – General Engineering Contractor, or a Class “B” – General Building Contractor license from the California Contractors State License Board (CSLB), as well as Class “C-20” and Class “C-36” specialty classification licenses from the CSLB to provide a range of professional-quality general home repair services and professional-quality HVAC and plumbing repair services that are compliant with specifications established by LAHD and general construction industry standards for the LAHD’s Urgent Repair Program.
The services will be provided on an emergency response basis for eligible multifamily residential rental properties and include, but are not limited to, the following:
- Raw sewage removal and cleanup
- Hot and Cold water restoration
- Wall and Centralized Heater installations
- Roof and structural repairs
- Unsafe stairway repair
- Smoke and Carbon Monoxide Detector Installation
- Water heater replacement
- Water service piping replacement
- Drain and sewer lines debris removal
- Secure property
