24 CFR Part 58 is the Federal regulation that outlines the environmental review procedures for entities assuming HUD environmental responsibilities. Compliance under this regulation will fulfill the requirements of the National Environmental Policy Act (NEPA), additional Federal regulations required by the U.S. Department of Housing and Development (HUD), and a few state/local environmental requirements. In regard to projects undertaken by Los Angeles Housing Department (LAHD), the review done under 24 CFR Part 58 is often referred to as the NEPA review.

Historic Preservation Section 106 Review

All projects must adhere to Section 106 of the National Historic Preservation Act of 1966, also known as 36 CFR 800. During the environmental review, all projects are evaluated for their potential impact on properties designated as historic, eligible for historic status, or located within a historic district. This evaluation process is commonly referred to as the Section 106 Review.

Projects that may impact historic properties must be reviewed to guarantee that project plans will meet the Secretary of the Interior’s Standards for Rehabilitation and the California Historic Building Code. If necessary, LAHD will outline a set of conditions for the project proponent to follow, in addition to conducting a walkthrough at 50% and 100% completion to verify compliance.

Each unit will be equipped with a full kitchen / kitchenette, a bathroom, and a closet in bedrooms or common areas. PROJECT: Victory Boulevard Apartments

PURPOSE: The Housing Authority of the City of Los Angeles in partnership with Linc Housing Corporation is proposing to develop one 194 100% affordable residential units, consists of forty-four of S1 (Studio, 406sf) units, fifty-two of A1 (1 bedroom, 644sq) units, fifty of B1(2 bedrooms, 976sf) units and forty-eight of C1/C2 (3 bedrooms, 1050sf/1124sf respectively) units, along with spaces for supportive services, community activities, and 24,500 square feet for outdoor recreation and 7,500 square feet of landscaping. The residential units and most amenities will be housed within two separate structures: a four-story building with a parking podium holding 66 parking stalls and a five-story building with a 12-stall surface parking courtyard. The shared amenities envisioned for the community include 20 sets of washing machine + dryer combination, approximately 3,500 square feet of community or multipurpose rooms, a leasing office, supportive services offices, courtyards, sky decks, and bicycle rooms for up to 122 bicycles. Of the total units, 85% will have RAD-to-Faircloth vouchers administered by HACLA. All units will be reserved for low income and extremely low-come residents between 30% to 80% AMI. The Project received full entitlements on December 4, 2023. The plan includes extended outdoor living space that will be landscaped to encourage community gatherings as well as green space. There will also be a small commercial space consisting of 1,000 square feet for community serving retail along the Orange Line Bicycle path or office space for a local community-based organization.
Victory Boulevard Apartments will be in compliance with the development regulations pursuant to the Los Angeles Municipal Code and the allowable land uses as set forth by the Reseda – West Van Nuys Community Plan Area.

On July 23, 2024, HACLA obtained a demolition permit from the City of Los Angeles Department of Building and Safety to demolish the existing restaurant building before the NEPA Review was completed. Unfortunately, the demolition of the building occurred in error and HACLA submitted a Limited Asbestos and Lead-Based Paint Survey, an Operation and Maintenance Plan and a Waste Manifest to ensure all materials containing asbestos and lead will be handled, removed, and/or disposed of in accordance with all federal, state, and local regulations, including but not limited to SCAQMD Rule 1401 and 1403. The development of Canoga Park Place Phase II will consist of 24 0-bedroom units (259 sq. ft.) shared between the first and second floors. Each unit will be equipped with a kitchenette, bathroom, and coat closet in the common area. The development intends to reserve a total 24 units for homeless and chronically homeless individuals.

PROJECT: The Main

PURPOSE: Abbey Road is proposing to demolish an existing one-story transitional housing facility to accommodate the development of a new contemporary, four-story supportive housing project with a total of 64 units called The Main. The Main will consist of 12 0-bedroom units (413 – 477 sq. ft.), 20 1-bedroom units (581 – 620 sq. ft.), 20 2-bedroom units (781 – 852 sq. ft.), and 12 3-bedroom units (1,027 – 1,089 sq. ft.) shared between the first and fourth floors. Each unit will be equipped with a full kitchen, bathroom, coat closet in common areas, and all units have a balcony or patio. The development intends to serve a mixed population of homeless transition-aged youths (TAY), chronically homeless households, and low-income households earning between 30% and 60% of the Area Median Income (AMI). Thirty-three of the 64 units (12 0-bedroom, 13 1-bedrooms units, and 6 2-bedroom units and 2 3-bedrooms units) will be reserved for special needs households with 17 reserved for chronically homeless participants and 16 reserved for homeless transition aged youth and homeless families. Twenty-nine non-special needs units will be reserved for low-income households and 1 1-bedroom unit and 1 3-bedroom unit will be reserved for an on-site property manager and maintenance person

The Main will offer a variety of amenities including 4 laundry rooms with a combine total of (5) sinks, (8) washers and (8) dryers. The project will provide vehicular storage to accommodate (54) bicycles and (44) off-street parking spaces with driveway access from Columbus Avenue. The project will be in compliance with the development regulations pursuant to the Los Angeles Municipal Code and the allowable land uses as set forth by the Mission Hills – Panorama City – North Hills Community Plan Area.

FINDING OF NO SIGNIFICANT IMPACT
An Environmental Assessment under 24 CFR Part 58 was conducted for the above-mentioned project. LAHD has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR). The ERR will be made available to the public for review electronically. PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to LAHD. All comments received by December 11, 2024 will be considered by LAHD prior to authorizing submission of a request for release of funds. Comments should specify which notice they are addressing.

ENVIRONMENTAL CERTIFICATION
LAHD certifies to HUD that Tricia Keane in her capacity as Interim General Manager of the Los Angeles Housing Department consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows LAHD to use program funds.

OBJECTIONS TO RELEASE FUNDS
HUD will accept objections to the Responsible Entity’s (RE) Request for Release of Funds and Environmental Certification for a period of fifteen days following the submission date specified above or the actual receipt of the request (whichever is later) only if they are on the following bases: (a) the certification was not executed by the Certifying Officer of the RE; (b) the RE has omitted a step or failed to make a determination or finding required by HUD regulations at 24 CFR part 58 or by CEQ regulations at 40 CFR 1500-1508, as applicable; (c) the RE has omitted one or more steps in the preparation, completion or publication of the Environmental Assessment or Environmental Impact Study per 24 CFR Subparts E, F or G of Part 58, as applicable; (d) the grant recipient or other participant in the development process has committed funds for or undertaken activities not authorized by 24 CFR Part 58 before release of funds and approval of the environmental certification; (e) another Federal, State or local agency has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD Los Angeles Office of Public Housing at 300 North Los Angeles Street, Suite 4054, Los Angeles, CA 90012, or email to HUDLOSANGELESOPH@hud.gov. These notices satisfy two separate but related procedural requirements for activities to be undertaken by the Los Angeles Housing Department (LAHD).

REQUEST FOR RELEASE OF FUNDS

On or about December 09, 2024, LAHD will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME funds under Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, 42 U.S.C. 12701 et seq. as amended to undertake the following project:

PROJECT: Rosa’s Place aka Downtown Women’s Center Expansion

PURPOSE: The Downtown Women’s Center (DWC) is expanding its current headquarters into an integrated campus with the addition of a second building, increasing both their service capacity and the number of permanent supportive housing units designated for some of the district’s most vulnerable residents: women with histories of homelessness and survivors of domestic violence. Their current headquarters building requires very minor modifications to their second-floor patio to accommodate the addition of an elevated walkway.

The second building, Rosa’s Place, is a new construction, 98-unit permanent supportive housing project (Project) located in the Skid Row neighborhood of the City of Los Angeles. The Project will serve homeless women and survivors of domestic violence. The project consists of 97 identical studio units (300 sq.ft) serving individuals earning up to 30% and 50% of Area Median Income (AMI) and one two-bedroom unrestricted manager’s unit (609 sq.ft) with a minimum of 10 washers and dryers at various floors. The site is located on one parcel of approximately 33,032 square feet in size and is currently used as a parking lot servicing the headquarters of the Downtown Women’s Center, the developer and lead services provider. Rosa’s Place will have a maximum height of 85 feet, 68,869 square feet of floor area, and approximately 10,034 square feet of open space. The Project includes one level of subterranean parking with 54 on-site automobile parking spaces and 81 bicycle parking spaces. The Project will also provide approximately 10,000 square feet of ground floor supportive services. The proposed Project will be compatible with existing development in the area which consists of residential, commercial, and light manufacturing uses, and would be consistent with the Goals, Objectives, and Policies, of the Central Los Angeles Community Plan of the City of Los Angeles.
