Tiena Johnson Hall joined the Los Angeles Housing Department (LAHD) as General Manager in January 2025. She brings a strong professional background to this role, having served in various leadership positions for financial, banking, and housing organizations including Bank of the West, U.S. Bank, Abode Communities, and Bank of America Community Lending. Ms. Hall also served as Director of Major Projects at the Los Angeles Housing Department in 2004-2005. 

 

Tiena Johnson Hall was appointed as Executive Director of the California Housing Finance Agency (CalHFA), the state’s affordable housing lender, by California Governor Gavin Newsom in July 2021. In that role, she worked to further the Agency’s mission to invest in diverse

communities with financing programs that help more Californians have a place to call home. As part of her role, Ms. Johnson Hall engaged mortgage lenders, affordable housing developers, federal, state and local government agencies, advocacy organizations, public officials and representatives from the private financing markets to work collaboratively to create housing options for more low- and moderate-income Californians.

 

Prior to her appointment at CalHFA, Ms. Johnson Hall served on the CalHFA Board of Directors from 2014 and was the Senior Vice President and Manager of Community Development Finance for BBVA now a member of PNC Bank. She also serves on various housing and financial Boards and Councils, including the Federal Housing Finance Agency Advisory Committee on Affordable, Equitable and Sustainable Housing, National Housing Conference National Advisory Council, and UCLA Ziman Center for Real Estate’s Affordable Housing Advisory Council. Ms. Hall is a former Board Member for California Interagency Council on Homelessness (2021 – 2024), and California Tax Credit Allocation Committee, CDLAC (2021 – 2024). 

 

Ms. Johnson Hall received her Bachelor’s Degree in Economics from Howard University and Master of Business Administration (MBA) from the University of Redlands. She is a proud lifelong member of Alpha Kappa Alpha. She brings a commitment to produce affordable housing and an expertise in housing and finance policy to her role as General Manager of LAHD.
