This RFP seeks to solicit qualified experts in highly specialized fields to provide analysis, technical expertise, and services related to specific aspects of housing development and housing-related services. This RFP seeks individuals or contractors qualified to provide services (under one or more of the following program categories), in accordance with LAHD goals and objectives: Appraisal Services (Residential Real Estate), Environmental Assessment Services, Financial Analysis and Loan Underwriting Services, Loan Servicing, Property Management Services (Occupied Properties and Vacant Properties), Technical Assistance Services, and Title Report Services.

The deadline for proposal submissions is February 23, 2026 by 5:00 p.m. PST. Proposals must be
