Section 504 of the Rehabilitation Act of 1973 is a federal law that prohibits discrimination against people with disabilities in programs and activities that receive federal funding. Title 24 of the Code of Federal Regulations (CFR) Part 8, issued by the Department of Housing and Urban Development (HUD), effectuate Section 504 so that no otherwise qualified individual with a disability shall, solely by reason of their disability, be excluded from the participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.
The Americans with Disabilities Act (ADA) is a civil-rights law that mandates equal opportunity for individuals with disabilities and guarantees that they have the same opportunities as everyone else to participate in mainstream life. Title II of the ADA requires that state and local governments make all programs and services accessible to people with disabilities.
Public entities and recipients of federal HUD funds, such as cities, are required to conduct accessibility self-evaluations of its current services, policies, and practices and develop transition plans with corrective steps/actions to remedy any issues revealed by the self-evaluation.
The Los Angeles Housing Department (LAHD) has conducted an internal programs and services self-evaluation and has drafted proposed action items to address areas in need of improvement. LAHD is making available its draft Self-Evaluation and Transition Plan (SETP) for public comment. Below is the link to the draft SETP, and more information on how to submit public comments. In addition, there will be an upcoming virtual Zoom meeting which will introduce the draft SETP, during which you may share your public comments as well.
Public comments received by January 30, 2026 at 5:00 pm will be considered when finalizing the SETP. Please submit public comments via email at LAHD.SEP.SETP@lacity.org. Public comments will also be accepted at the Zoom meeting.
