Street Medicine Request for Proposals (RFP)

The Los Angeles Housing Department (LAHD) is soliciting proposals for the provision of Street Medicine services. Street Medicine is the practice of providing medical care to unsheltered people experiencing homelessness in locations like encampments, parks, and under bridges. Street Medicine brings services out of the clinic and provides care directly on the street or encampments, preventing medical conditions from deteriorating to the point of emergency care. Street Medicine providers can provide many of the same primary care services on the street as they can in physical clinics, in addition to making referrals to Specialists.

Street Medicine programs operate multi-disciplinary teams with primary care providers (physicians, nurse practitioners, etc.), behavioral health staff (social workers, counselors, etc.) and if necessary, facilitate transportation for patients to aid in assessing resources or attending appointments. The Street Medicine teams build trust and rapport with unsheltered individuals to aid in making the first steps toward getting housed. Street Medicine teams support participants in achieving stability and housing readiness by addressing immediate medical needs, promoting medical stabilization, and providing behavioral health support and linkage to social services and housing resources.

General Manager’s Hearing Services for Rent Stabilization and Housing Code Enforcement Programs Expansion RFP

The Los Angeles Housing Department is looking for qualified contractors to administer hearings related to the Los Angeles Rent Stabilization Ordinance, Systematic Code Enforcement Programs, and other housing programs. The hearings are conducted in conformance with Los Angeles Municipal Code Chapter XV Rent Stabilization Ordinance, Chapter XVI Housing Code, and other pertinent regulations. The contractor will be expected to regularly conduct hearings, make determinations, and issue decisions for each case.

This RFP seeks to solicit qualified Community Development Financial Institutions (CDFIs) or
nonprofit financial institutions that have experience lending to nonprofits for the acquisition
and rehabilitation of multifamily housing properties. Per House LA Program requirements
established by the ULA measure and ordinance, as well as the ULA Acquisition and
Rehabilitation of Affordable Housing Program Guidelines, funding for the Small NOAH Program
will support acquisitions of multifamily properties of 3-20 units to bring them under
affordability covenants and:

  • Community Land Trust and stewardship
  • Shared/limited-equity tenant ownership;
  • Tenant governance; and/or
  • Other tenant-based homeownership strategies.
