We partner with many private and nonprofit organizations that provide various types of professional services in support of our mission to meet the diverse needs of Los Angeles. Our committed group of contractors range from social services agencies to information technology professionals. Funding for these contracts comes from local fee funds, as well as private, State and federal grants that are approved by the Mayor and the City Council on an annual basis.
Handyworker Program RFP

This Request for Proposals (RFP) seeks to solicit one or more individuals or firms qualified to provide services under one or more of the following program categories:
1. CATEGORY 1: Licensed General Contractor Construction Services: This includes: program administration; collection of completed application packages including income, qualifying, and ownership documentation from qualified constituents, habitability home assessment; completion of agreed-upon scope of work, application for required permits; and, inspection of completed work by Los Angeles Department of Building and Safety. Proposers can apply for one or more of the defined Neighborhood Service Areas.
2. CATEGORY 2: Lead Laboratory Testing: Must be certified through the National Lead Laboratory Accreditation Program. Ability to receive and test dust wipe samples with both Flame-Atomic Absorption Spectroscopy (Flame-AA) and Inductively Coupled Plasma (ICP) methods for the detection of lead.
Proposers may propose for one or both services. Proposers interested in submitting proposals for both services must prepare narrative responses for each service separately.

Financial Advisor Services RFP

The City is initiating this RFP to obtain proposals from qualified vendors to provide financial services to LAHD. The prospective contractor must be qualified to provide financial services, including providing assistance with ongoing project feasibility, underwriting, training assistance to LAHD staff, and assisting the department in negotiations with selected developers. The Contractor must have a strong background in the affordable housing provisions of California Redevelopment law and familiarity with the housing obligations of Housing Successor Agencies. In addition, knowledge and experience working with public agencies of development of affordable and mixed-use projects on publicly-owned land is required.

This RFP seeks to solicit proposals from qualified non-profit legal services providers (LSP) to provide legal representation services for aggrieved renters under the United to House LA Protections for the Tenant Anti-Harassment Program. The LSP(s) selected will represent eligible tenants who have a private right of action case under the City’s Tenant Anti-Harassment Ordinance.

Rent Escrow Account Program (REAP) Tenant Outreach and Education Services RFP

The ultimate goal of the contract(s) is for the selected organization(s) to facilitate the participation of tenants in REAP for eligible buildings.
